One of the worst dry seasons in memory (without a single rainfall since the devastating floods of Hurricane Jeanne last September) left the hillsides of the Central Plateau dangerously parched, like this one near Papaye. When it does rain, the cracked, exhausted surface soil in many places is so hard-baked that precious rain water runs off before it can be absorbed.
